Proposed Bharatiya Nyaya Sanhita Bill (BNS) seeks to replace British-era Indian Penal Code and defines terrorism as separate offence. Section 111 (6) (a) says causing floods is terrorist offence. Bill lacks procedural safeguards against false implication and has provisions for min 5-year imprisonment and death sentence.
