The full plan was obtained by Axios and verified by Ukrainian and U.S. officials.

Zelenskyy did not reveal the content of the proposal, which reportedly repeats Moscow's long-standing demands and would push Kyiv to make concessions.

The EU's High Representative for Foreign Affairs has doubled down on calls for Europeans to have a seat at the table in any Ukraine-Russia peace negotiations.

"The decision is to try to work on it jointly to make peace possible," a Ukrainian official said.
