NEW YORK — It took more than a week for Daniel Penny to go from an anonymous Marine from suburban Long Island to criminal defendant in the chokehold death of Jordan Neely aboard an F train in Lower Manhattan.

The end of a pandemic-era policy that allowed U.S. border authorities to quickly turn back some migrants has prompted a mixed reaction from state and local governments, including new restrictions on immigrant workers, beefed up border enforcement and entreaties for more federal help.

The 30-year-old homeless man died from a chokehold by another passenger on the NYC subway. Advocates say the city's policies and rhetoric concerning people who are homeless are dangerous and false.
