DALLAS — A day after a record-breaking rainstorm, North Texas residents recounted what the flood left in its wake — boxes of keepsakes destroyed, piles of books soiled, businesses closed for cleanup, and never-to-forget tales of fleeing their homes in lifejackets amid waist-deep waters.

DALLAS — Gov. Greg Abbott on Tuesday signed a disaster declaration for 23 counties impacted by Monday’s severe flooding, including Dallas County, as the region recovers from what’s been called a “one-in-a-thousand-years” event that flooded roads, submerged cars and left at least one person dead.

The University of California, San Diego says the atmospheric river storms that periodically hit the western U.S. could cause as much as $3.2 billion a year in flood damage by the end of the century, a figure three times higher than an estimate the university made in 2019.

This year’s floods in South-East Queensland and Northern New South Wales devastated communities. The NSW flooding was on “a scale never seen before”. More than 5,000 homes were left uninhabitable. Many residents had nowhere else to go.
