Walmart, Costco May Need Old-School Cash Lanes Under New Legislation

Ohio shoppers could soon see more traditional cash lanes at big retailers like Walmart, Costco, and Target if a new bill passes.

The Currency Access to Spend Here (CASH) Act, also known as House Bill 554, would require businesses and government offices to accept cash for purchases of $500 or less.

According to FoxBusiness, the legislation ensures that at least one point-of-sale location per store or office accepts cash, either through a staffed register or an automated system.

It also prohibits businesses from charging customers more for using cash than those paying with cards.

"It's simple, cash is the basis for business in America. Our taxpayers should always have the ability to use cash in their daily lives," said Ohio state Rep. David Thomas (R-Jefferson), who introduced the bill.

He added that many residents either do not trust digital payment options or simply prefer cash, and the bill aims to balance efficiency with accessibility.

The proposed law comes at a time when retailers have been moving toward self-checkout systems, which often do not accept cash.

While the change may affect major stores, it does not necessarily require additional staff. Thomas noted that the cash point-of-sale could be automated, allowing retailers to comply without reopening full cashier lanes.

New Ohio Bill Protects Consumers Who Prefer Cash

The CASH Act mirrors a federal proposal called the Payment Choice Act of 2025, introduced by Sen. John Fetterman (D-Pa.) and Sen. Kevan Cramer (R-N.D.), which would similarly ensure businesses accept cash and prevent surcharges for cash payments.

Supporters of the bill say it protects consumers who rely on cash for everyday transactions.

Ohio legislators acted after hearing complaints from residents who were unable to pay with cash at certain stores.

"It's simple, cash is the basis for business in America...Our taxpayers should always have the ability to use cash in their daily lives," Thomas emphasized, FinancialExpress reported.

If enacted, violations of the law would be treated as unfair or deceptive business practices, allowing consumers to seek damages.

The legislation exempts airport transactions but applies to most other retail and government settings.

The bill is awaiting its first hearing in the Ohio House General Government Committee.

Retailers such as Walmart, Target, and Costco may need to adjust their checkout strategies to comply, potentially bringing back traditional cash lanes for customers who prefer physical money over digital payments.
