Open the skill tree of a staff after you have accumulated enough points. Select a skill you want to unlock, and exchange the required skill points. Once unlocked, the skill will show up in the respective color of the active tier.
Specific skills can be upgraded further to enhance their in-game effects, allowing you to get better performances from those coaches. If you need more skill points, continue to complete more games, and pay attention to matchday goals.
