Will taxes have to go up to fund Andy Burnham’s new policies?

  • Mr Burnham's initial policy announcements include a 20 per cent business rate cut for pubs, clubs, and live music venues.
  • Further measures comprise a VAT cut to electricity bills and a cap on bus fares at £2 from January.
  • The prime minister has also pledged to fix social care and ease the cost of living for citizens.
  • The Resolution Foundation estimates the business rate cuts alone will cost the government around £100 million per year, potentially requiring a "significantly revenue-raising Budget".
