Will I be allowed inside a pub when they open later this month? The rules for entry

Tainaiste Leo Varadkar confirmed yesterday that the target date for reopening indoor dining is Monday, July 26.

Indoor dining will be confined to only allow people who are fully vaccinated.

The plan to reopen indoor dining will see the EU Digital Covid Certificate being used to gain entry to pubs and restaurants.

Those who are now fully vaccinated will be sent an EU Digital Covid Cert by email or by post if the HSE does not have their email address.

Mr Varadkar said that it ‘looks’ that an app reader will be used by hospitality staff to scan customer’s Digital Covid Certificate upon entry.

He said: "We're targeting Monday the 26th, really because it has to go through the Seanad, we need to allow the President time to consider the bill and what's in it, and we need to get some regulations and things like that in place.

“The date we are aiming for is Monday, July 26.”

Ministers were forced to issue several corrections about how people would gain entry into pubs and restaurants on Wednesday as meetings continued between the Government and industry representatives.

When asked about certs for people who have recovered from covid within the past six months Minister of State Ossian Smyth said he would be issuing the recovery certificate.

He said, “If anyone has tested positive, they should not involve their GP. They should contact the call centre which has been established. The call centre will have a record of all cases and can issue the cert.”

However, the government have now confirmed that a letter from GPs could be used to obtain a digital cert and gain entry to pubs and restaurants.

A Bill to reintroduce indoor dining for fully vaccinated people or those who have recovered from Covid within the past six months will be brought to the Seanad today.

After it will be sent to the President for his signature and will then be signed into law.

It also looks as though the time limit rule on tables will be removed.

CMO Dr Tony Holohan said yesterday that the one hour and 45 minute limit for tables less than 2 metres apart indoors is not as "relevant" due to indoor dining being confined only to vaccinated people.

Table service is expected to be in place with seating at the bar not allowed.

The Tanaiste also issued a warning to those who are not yet fully vaccinated.

He said, "We're in a different phase of the pandemic of where we were before.

“At the start of this pandemic, we said to elderly people - you're at the highest risk, stay at home and have very few social contacts because you are the ones that are vulnerable.

"That has now changed. The new vulnerable are people who are not fully vaccinated, of any age group. And they are now at more risk than ever.

"Until you're fully vaccinated, you are now at very high risk, and you need to treat the next few weeks as you would have treated this pandemic back in March or April 2020."
