He's one of a few hologram NPCs you can interact with to unlock special powers, so to ensure you meet him and not someone else, you need to search for his unique icon.
Darth Maul's map icon is a Red Lightsaber with a black and red pattern behind it. This pattern matches his skin, so it's fairly easy to distinguish from other Lightsaber icons you spot. The only other Red Lightsaber icon you may see on the map belongs to Palpatine, so closely examine the icon to make sure you go for the right one.

To obtain Darth Maul's Lightsaber, you need to chat with him to activate the Training Rift Gate. Once you do, a short cutscene will play as your character goes inside to acquire it. His Lightsaber is yours to use as soon as your character returns.
