UNRWA operations in Palestinian territories at risk after Israeli allegations

A recent review of the United Nations agency for Palestinian refugees (UNRWA) has highlighted the need to strengthen the agency's neutrality. This review comes in the wake of accusations made by Israel earlier this year, alleging that a significant number of UNRWA staffers are affiliated with Hamas or other Palestinian militant groups.

The review, led by former French Foreign Minister Catherine Colonna and published on Monday, focused on assessing whether UNRWA is effectively maintaining its neutrality. While the review was not specifically tasked with addressing Israel's allegations, it aimed to evaluate the agency's efforts in upholding neutrality.

Despite UNRWA implementing a comprehensive framework in 2017 to address neutrality concerns, the review identified ongoing issues. These include instances of staff openly expressing political views, the use of host-country textbooks with contentious content in some UNRWA schools, and politically motivated staff unions causing disruptions and making threats against UNRWA management.

Furthermore, the review revealed that UNRWA's facilities have at times been exploited for political or military purposes, thereby compromising the agency's neutrality.

The findings of the review underscore the importance of UNRWA taking additional measures to fortify its neutrality and ensure that its operations remain impartial and focused on providing essential services to Palestinian refugees.
