Universities in England to face huge fines over free speech failures

  • A new system to safeguard free speech at universities across England will be introduced, overseen by the Office for Students (OfS) from the upcoming academic year.
  • The scheme allows university staff, external speakers, and non-student members to report concerns, with the OfS empowered to investigate complaints and recommend actions such as reviews or compensation.
  • From next April, new registration conditions will enable the OfS to fine universities up to £500,000 or 2 per cent of income for breaches of their Freedom of Speech Act duties, with severe cases potentially leading to deregistration.
  • The government highlights the urgency of the system due to concerns about academics and speakers being silenced, citing instances of harassment, foreign interference, and job adverts requiring specific ideological beliefs.
  • This initiative follows the Higher Education (Freedom of Speech) Act, which came into force in August, requiring universities to promote academic freedom.
