Ukraine refugees need coordination: envoy

Ukraine's envoy in Australia says humanitarian aid and assistance for refugees needs to be coordinated through the United Nations, as millions flee the country.

Two weeks after Russia invaded Ukraine, the UN has estimated at least 1.7 million Ukrainians have been turned into refugees, half of them children.

Australia's Charge d'Affaires Volodomyr Shalkivskyi says resettling refugees in third countries can be challenging because identification documents are often destroyed or left behind.

Mr Shalkivskyi said it was complicated to ask countries like Australia to supply aircraft and resources to directly help resettle refugees in third countries like neighbouring Poland.

"It's a challenging question that cannot be done overnight. It requires significant consultations," the Ukrainian envoy told the National Press Club.

"There needs to be a joint approach in how to deal with those people who have only a national ID and not a full passport and what type of visa they will receive."

Mr Shalkivskyi said the country would welcome as much assistance as possible but the process would need to be clarified and any aid would be a matter for the Australian government.

"In order to send the plane for someone, you need to decide how many? Under what conditions? And for how long?

"So significant coordinated response and decision with other countries ... is required."
