The Met Office has issued a yellow 'danger to life' warning for this weekend.
Heavy rain is expected over parts of Wales and northern England during Saturday night and into Sunday, with flooding likely.
The warning covers Leeds, Manchester, Sheffield, Liverpool, Bangor, Swansea and Cardiff.
Homes and businesses can expect flooding and spray on the roads is likely to cause travel chaos, according to the forecasters.
Interruption to power supplies is also likely.

The warning is in place from 6pm on Saturday until 5pm on Sunday.
Parts of the country have already been affected by heavy rain, with up to two weeks' worth expected to hit parts of the UK throughout today.
And the rainy weather looks set to continue into the second week of October, meaning the country faces a three-week washout.

Seven flood alerts have also been issued by the Environment Agency. According to the alerts, flooding is possible in Burton Trent, Lower Avon and tributaries, Lower River Soar in Leicestershire, Lower Tame, Middle Tame, the River Trent in Derbyshire and Upper River Tamar.
The East of England is expected to remain dry on Saturday, with showers creeping in at around 7am on Sunday.
In Yorkshire and the north east, showers are expected early Saturday afternoon.
In the south west, Saturday will be rainy, but that will dry out into Sunday.
