Tottenham have made it clear to Manchester City that they will not accept a cash-plus-player deal for Harry Kane.
The striker has expressed a desire to leave north London and the Premier League champions are amongst those interested in the England captain.
City boss Pep Guardiola saw his side win two trophies and reach the Champions League final without playing with a striker.
A false 9 system was beneficial, but the lack of a natural striker was, at times, telling.
Kane would be the ideal signing and City are willing to include Gabriel Jesus or Raheem Sterling in any deal.
Levy however wants at least £150m for his star man and will not entertain anything other than a cash offer for the 27-year-old, reports The Sun.
The Tottenham chief is known to be challenging to negotiate with which could see the saga drag on.
Kane had initally wanted his future ironed out before Euro 2020, but that looks almost impossible.
The striker is one of two players on Guardiola's radar this summer with Jack Grealish high on his wishlist.
ESPN understand that the Catalan views the signing of Grealish as the same importance as Kane.
The Aston Villa skipper is valued at around £100m but City are confident they could complete a deal for the playmaker.

Grealish continues to be a shining light at Villa Park which has attracted admiring glances from other English clubs.
Villa boss Dean Smith however is confident that whilst the club can match his ambitions he will be happy to stay despite interest elsewhere.
"I've built up a very good relationship over my two years at Aston Villa with Jack and we know each other inside and out," Smith told Stadium Astro.
"He wanted to progress and wanted progress as a footballer first and foremost at Villa.
"If we don't keep progressing and become a club that's challenging in Europe then we probably won't meet Jack's ambitions and there will be a time where Jack looks elsewhere then."
Signing Kane, Grealish or the pair would require City to buck their transfer model however with the club yet to spend beyond £70m on a player.
Chairman Khaldoon Al Mubarak has said that he will not sit back in the coming months when it comes to recruitment.
“One of the things I've learned over the years is, you need to constantly bring in talent into the team, refresh and particularly when you are at a high level and when you're on the top,” he told the club's website.
“Having won the league, it is not the time to sit back and be content. That would be your biggest mistake."
