
Exclusive and priority lanes for vehicles transporting Olympic and Paralympic athletes, as well as Games officials, will be established around some competition venues in Tokyo and Chiba Prefecture from July 19.
Exclusive lanes are, in principle, only for use by Games-related vehicles. Ordinary vehicles may use the priority lanes, but they must yield to approaching Games-related vehicles.
Drivers of regular cars that violate these rules could be issued one demerit point and fined 6,000 yen.
According to the National Police Agency, exclusive lanes covering a combined 2.4 kilometers will be established near three locations: the National Stadium in Shinjuku Ward, Tokyo; Ariake Arena in Koto Ward; and the Makuhari Messe facility in Chiba City.
Priority lanes will cover about 15 kilometers near eight locations in Tokyo, including Yoyogi National Stadium in Shibuya Ward; Aomi Urban Sports Park in Koto Ward; and Tokyo International Forum in Chiyoda Ward.
Signs bearing the words "Tokyo 2020" and indicating if a lane is exclusive or priority will be installed along all these roads. The times of day when traffic restrictions are in force will be displayed on the roads' surface. Games-related vehicles that use these special lanes will display a pink sticker on their front and rear.
Major traffic restrictions, mostly in Tokyo, also will begin from July 19. Any delay in the transportation of athletes and officials because of traffic congestion could hinder the smooth running of the Games.
"We urge people to refrain from driving their cars while these traffic restrictions are in place," an NPA official said.
