The roads around Salford Precinct are set for a revamp 'to win back shoppers'

A package of traffic-calming measures and new transport options are set to be introduced around Salford Precinct in a bid to win back shoppers put off by the current road system.

Councillors have been recommended to sign off a series of changes around the area in Pendleton next week.

It would mean new speed limits in the streets around the centre, a new taxi rank, the removal of bus lanes and ‘improved’ bus waiting facilities.

Documents going before councillors on Tuesday say: “The current layout is unattractive to pedestrians and feels unsafe, which thereby discourages people from visiting the shopping area as well as using the extensive bus services.”

Shoppers have complained that accessing the centre, especially crossing Hankinson Way, has been difficult with a large rail around the complex, it says.

And buses are having difficulty accessing the stops, leading to delays and potential issues with punctuality and reliability.

The new measures will go before councillors in Tuesday’s strategic planning lead member briefing.

They are funded by a central government’s local growth pot, although council papers did not confirm the cost of the programme.

Here is a full list of the changes set to be approved next week:

  • A new restricted parking zone, meaning no waiting or loading (except in signed bays) on Rossall Way, on Longberry Avenue, on parts of Hankinson Way and Pendleton Way and on the Heywood Way/Churchill Way roundabout
  • A 20 mph speed limit along Rossall Way, Hankinson Way, Pendleton Way and Loganberry Avenue
  • A new 24-hour taxi rank on Hankinson Way
  • A new day time taxi rank on Rossall Way, which becomes a loading bay between 5pm and 10am
  • The existing bus lanes on Hankinson Way will be removed as part of the scheme, to enable the provision of wider footways, and ‘improved’ bus waiting facilities will be provided
  • Flat topped road humps

The town hall received two objections to the plans, including one who described the new speed limit as ‘ideological’.

But a council report said ‘a large number of evaluation studies’ have demonstrated a link between the introduction of 20mph zones and the reduction in casualties.

Existing traffic reduction orders in the area would be revoked.
