A woman had a peculiar encounter while shopping at the Citadel Mall. The reason why? She got yelled at by a PVO Xclusives store owner for trying to explain Colorado’s dog leash policy.
In a video with over 354,000 views, @sillygoosie97 explained that she and a friend encountered an unleashed French bulldog while walking inside the Colorado shopping center. The dog was on the other side of a hallway, walking with its owners—a couple and their child—when it suddenly bolted toward her friend’s service dog.
“We didn’t find out that this dog was unleashed until this dog [ran] up on my friend and her service dog,” she said. Her friend was able to grab her service dog and hold him, but the bulldog “was nipping at her ankles and jumping on her to get to her dog.”
The owners arrive
The dog’s owners then approached the two and called their pet back toward them. They left their child unattended in the middle of the mall to approach and grab their pet. As the French Bulldog turned to look at its owners, @sillygoosie97 said, “There’s a leash law in Colorado.”
This triggered a response, as both parents staged an ongoing confrontation with the two. One of the assailants “got in [their] faces.” Then, her husband, who apparently owns the mall’s PVO Xclusive store, joined in. “ Her husband… comes over with her and he’s screaming, ‘I’m gonna smack you [expletive]’. And she’s screaming in my face and I’m like, ‘you need to back up.’”
@sillygoosie97 continued emphasizing to the couple that they needed to move back and not cause a physical altercation. But the owner of PVO Xclusive started physically threatening them.
At some point, @sillygoosie97 tried to physically pull the bulldog, who had refocused on her friend, but that caused further tension, leading to more threats of physical violence. All the while, the couple left their child in the middle of the hallway, watching the entire encounter from afar.
The situation finally de-escalates
Security guards inside the mall noticed the encounter and approached. They told the PVO Xclusive merchant that he needed to calm down, eventually de-escalating the encounter after repeated attempts to get him to lay off the physical threats to the two friends.
@sillygoosie97 noted that one guard told the merchant, “Dude, you can’t keep doing this.” He later explained that “this is a regular thing with this guy” and that both the man and woman “have anger issues.” She said she immediately calmed down and explained the situation to security, remaining “cool, calm, and collected.”
Her friend called the police and reported the incident with the intention of getting the footage and sharing it online. “They just left their child unattended and came to fight me because their dog was off leash trying to attack a service dog,” she added.
But, her friend hit a snag in actually obtaining the video: “The mall told my friend that they can’t just ‘give out the footage.’ So [I don’t know], but the reports she’s filing might have those included.”
What’s Colorado’s leash law?
Contrary to what @sillygoosie97 may have implied, Colorado doesn’t have any universal leash law. Rather, individual cities and counties determine their leash laws.
Luckily, Colorado Springs does have a concrete leash law, stating, “It shall be the duty of any owner or keeper of any dog or hoofed animal to restrain the dog or hoofed animal by means of confinement, collar and leash, or bridle from running at large upon any park or other public place in the City.”
What are PVO Xclusives?
PVO Xclusives is “a locally owned and operated resale shoe and clothing shop with high-end streetwear and hard-to-find shoes,” according to the Pueblo Chieftain. It sells Nike, Adidas, and Supreme merchandise along with other unique items not commonly found in sneaker stores.
“PVO” apparently stands for “positive vibes only,” according to one commenter. It’s ironic to some who pointed out how negative @sillygoosie97’s experience was.
Some commenters also pointed out how the owner’s French Bulldogs are visible in Google Reviews of the store, proving that the store owners do own Frenchies. The store, however, is ‘temporarily closed’ for the time being, according to some viewers. Likewise, accounts apparently owned by the shoe store have been scrubbed from the internet, with Instagram and Facebook profiles getting removed from their respective platforms.
