Like almost all non-quest-related keys, the one required for the Spaceport Control Tower spawns randomly. The exact spot will depend on the current map rotation.

How to get the Spaceport Control Tower key in ARC Raiders
A common place for keys in general appears to be the residential areas of the map. I managed to find the Spaceport Control Tower key in the Ruby Residence Building, but it doesn't always spawn at the location. An alternate area to look at is the Research and Administration Building in Dam Battlegrounds.
You should be able to find the key in one of these two locations. However, it all boils down to your luck. It could also happen that the locations spawn other types of keys, like the one that allows you to access the Confiscation Room in Blue Gate.
Just make sure to add the key to your inventory if you're lucky, and move it to your safe spot (so that you don't lose it).

How to use the Spaceport Control Tower key in ARC Raiders
Once you have obtained the key, head to Control Tower A6. I have marked the location for your convenience, where you'll find the entrance. Take the zipline to reach the upper level. You'll encounter a bunch of ARCs along with the possibility of finding human enemies. Take care of them first before trying to use the key.
Once done, take the stairs, and it will lead you to the metal door. Use the key to gain access and add all the loot to your inventory. Once again, it's a high-tier loot area, so you could end up with some fantastic items.
