The SES said major flooding continued along Wollombi Brook at Bulga on Thursday morning, with moderate flooding at Singleton past its peak.
The Hunter river was also causing minor flooding at Maitland.
At Bulga, the brook peaked at 6.63 metres around 2pm on Tuesday. At 6am Thursday it wa at 5.15 metres and slowly falling.
The SES said it expected waters would close the Putty Road between Windsor and Singleton near Bulga Public School.
The $1000 federal Australian Government Disaster Recovery Payment has been made available to residents on the Central Coast as well as in Cessnock, Dungog, Lake Macquarie, Midcoast Maitland, Newcastle and Port Stephens council areas.
Claims through Services Australia are open until September, and councils can independently apply for grants to help with the clean-up.
"When it comes to recovery, practical assistance is what people need and this will help impacted community members get back on their feet," Cessnock City Council general manager Lotta Jackson said.
SCHOOLS
No Hunter public schools are on the list of closures for Thursday.
Catholic Diocese of Maitland Newcastle director of schools Gerard Mowbray said on Wednesday that all diocesan schools would reopen on Thursday.
"Thank you to our communities for their support during the extreme weather conditions experienced earlier this week and for respecting our decision to deem some schools temporarily non-operational as a means to prioritise the health and safety of all students and staff," he said.
"Our thoughts and prayers continue to be with those still recovering from the devastation of the intense rainfall. If you require support, please contact your school principal for a confidential discussion about how we can provide practical assistance."
