Attorney General Offers Recommendations Following Analysis of Robb Elementary Shooting

In a recent press conference, Attorney General answered questions regarding the findings of the critical incident response examination following the tragic shooting incident at Robb Elementary. The report identified Pete Arradondo and Mariana Pargas as leaders in the incident and raised concerns about their failure to follow established guidelines.

According to the report, the law enforcement agencies involved could have saved lives had they followed generally accepted practices for active shooter situations, particularly by immediately confronting the shooter. However, the report emphasized that no criminal charges have been filed against anyone who responded on that day, as it falls under the jurisdiction of the Valde County District Attorney.

The Justice Department's involvement in the examination was in response to a request made by the mayor to evaluate the agency's response and provide recommendations for future incidents. As stated by the Attorney General, the Justice Department's criminal jurisdiction is limited to federal crimes, and since the shooter is deceased, no federal charges can be filed. Hence, the examination aimed to provide lessons for improving future response efforts.

One of the key objectives of the analysis was to offer recommendations to law enforcement agencies. The report included almost 300 recommendations, emphasizing the most urgent issues that require immediate attention.

The Attorney General highlighted that the most significant failure observed during the examination was the lack of active shooter training. The report underlined the importance of this training, which focuses on stopping the attacker and prioritizing the removal of those immediately endangered. Tactical training is crucial to carry out this task efficiently.

Another pressing issue identified in the report was the need for improved critical incident response protocols. Establishing an on-site commander and clarifying their authority across all responding agencies is vital for effective coordination and communication. To enhance these capabilities, the report called for joint training and practice sessions among all relevant agencies to establish unified command structures and effective communication systems.

In response to a question about the comparison with the Pulse nightclub shooting, the Attorney General acknowledged the need for further investigation into that specific case and deferred the discussion to another expert. However, the Attorney General emphasized that the described response to an active shooter situation, as mentioned in the report, aligns with generally accepted practices.

The Attorney General urged everyone to read the comprehensive report, which delves into the deep-rooted issues and critical failures observed during the incident. The report faulted the lack of leadership, unity of command, and absence of an incident command structure as contributing factors to the shortcomings of the response efforts at Robb Elementary.

Moving forward, it is anticipated that law enforcement agencies will take prompt action to address the recommendations outlined in the report, thereby improving their response capabilities and ensuring the safety of communities in similar critical incidents.
