Rangers are close to making Couhaib Driouech their 10th signing of the summer.
The club has reportedly reached an agreement in principle with PSV for the Moroccan winger.
The Rangers Review has stated the transfer is near completion, with a fee of around £7 million involved.
The 24-year-old, who is right-footed but primarily plays on the left, is expected to travel for a medical on Tuesday. He was previously a target for the club before his move to PSV.
While he can also play from the right, Rangers still plan to bring in another natural right-sided winger. This comes as Rangers seek to add competition and variety in their attacking ranks.
Daisuke Yokota impressed on his league debut in Sunday's 2-1 defeat to Hibs, but the Rangers staff believe more competition is needed.
CEO Jim Gillespie said at Monday’s shareholder meeting that the focus on central areas during recruitment was not intentional.
Chairman Andrew Cavenagh explained: "Attacking players are often the most difficult deals to complete because of the level of competition involved."
Rangers have seen departures this summer with Nedim Bajrami and Oliver Antman leaving, while Ross McCausland and Lyall Cameron are available for transfer.
Youssef Chermiti is set to undergo a scan for a knee injury sustained against Hibs, though Rangers are hopeful the 22-year-old has avoided serious damage after rejecting a £22 million bid for the forward on Sunday.

Cavenagh has estimated Rangers could bring in another three to five players before the end of the month. If Driouech signs, Rangers could exceed last summer's total of 13 arrivals, despite expectations of fewer signings this window.
Mohamed Diomande is set to leave the club after Corum FK agreed to a £4.5 million deal for the midfielder, who still has two years on his contract.
Nico Raskin might also depart, although no offers have been received, while Connor Barron has been largely absent from matchday squads after a disrupted pre-season.
Rangers have also spoken with Aston Villa about Serbian defender Kosta Nedeljkovic. The 20-year-old, who has 11 senior caps, spent last season on loan with RB Leipzig and is one of several right-backs under consideration.
The club has already used four players at right-back this season, with new signing Vanja Dragojevic playing there at the weekend. Dujon Sterling is unlikely to start three matches in a week, while Ross McCrorie is regarded as a more defensive option.
A new right-back could allow Sterling to cover centre-back, while Rangers are also contemplating a full-back who can play on either side.
With Ashton Scally injured, the club wants more variety and flexibility in their defensive options.
They have also held discussions with AEK Athens regarding a possible move for former Hearts left-back James Penrice.
John Souttar is expected to leave the club this summer, with Leicester City the most likely destination.
