The billionaire owner of the social media platform announced he would reinstate accounts that have not “broken the law or engaged in egregious spam”.
He posted a poll on his timeline and the yes vote was 72% with the amnesty due to start next week.
“The people have spoken. Amnesty begins next week. Vox Populi, Vox Dei,” Mr Musk tweeted using a Latin phrase meaning “the voice of the people, the voice of God”.
Mr Musk has previously said he disagreed with Twitter’s policy of permanent bans.
“New Twitter policy is freedom of speech, not freedom of reach,” Mr Musk said in a tweet last week, echoing an approach that is something of an industry standard. “Negative/hate tweets will be max deboosted & demonetized, so no ads or other revenue to Twitter.”
Mr Musk used the same Latin phrase after posting a similar poll last last weekend before reinstating the account of former president Donald Trump, which Twitter had banned for fuelling the January 6, 2021, Capitol riot
Mr Trump has said he will not return to Twitter, but has not deleted his account.
Mr Musk took control of Twitter last month and has culled staff and cut costs in what he says is bid to improve the performance of the business.
