Grant Shapps has confirmed the rules on holidays for people living in areas where cases of the Indian variant are high.
The Transport Secretary spoke about the issue on Good Morning Britain today, after the government advised against travel in and out of eight areas.
Yesterday it came to light that the government had updated travel advise for eight areas of England on Friday, but hadn't told the relevant local authorities.
Kirklees, Bedford, Burnley, Leicester, Hounslow and North Tyneside, Bolton and Blackburn with Darwen were the hotspot areas affected by the advice and Mr Shapps said that communication of the advise could have been clearer.
He said: "Could it have been communicated better? Yes it could and it will be in the future, you learn from these things and you do it better next time."
Susanna Reid asked him if people from the areas could go on holiday abroad or to other parts of the country.
He said: "The law says you can go to green list countries, the law is not different anywhere in England.
"We're asking people to please apply common sense, but the law is absolutely clear, this is just issuing guidance."
Susanna then asked if it was "common sense" for people in those areas to go on holiday next week.
Mr Shapps said: "I would encourage everyone in those areas and elsewhere to take lateral flow tests, everyone is entitled to two a week and to take those tests, come forward for a jab when called, because all the jabs work against the variant, especially when you've had the second jab."
