MGU bribery case: probe finds flaws in functioning of MBA section

A four-member syndicate subcommittee constituted by Mahatma Gandhi University to look into the operations of the MBA section here following the arrest of its section clerk on bribery charges has found lapses in the functioning of the department.

The committee, chaired by Harikrishnan P., constituted immediately after the employee's arrest on bribery charges, has submitted a report on its findings and recommendations to the varsity authorities. The report, which has found that the bribery charges against the accused employee stands prima facie, seeks to indict the section officer of the department for negligence.

“Had the section officer been a bit more careful, the accused clerk would not have dared to manipulate the result and asked for a bribe. In this backdrop, disciplinary action has been recommended against the official concerned,” said Mr. Harikrishnan.

An internal investigation, meanwhile, has failed to establish the involvement of any official other than the section clerk in the offence as suspected earlier.

While collecting the statements of various students as part of the inquiry, the committee unearthed yet another instance of post-results malpractice involving the accused clerk. The systems of answer script valuation and tabulation system of marks were examined in this connection.

To prevent the recurrence of similar incidents, the committee has recommended direct entry of marks into the varsity's tabulation portal by the teachers who evaluate the respective answer scripts. The final results may be announced after due verification at the department level.

Other key recommendations by the committee include reinvigoration of the varsity vigilance cell by appointing the registrar or an official assigned by the registrar on its top and organising camps and special drives for expediting the publication of pending results and distribution of degree certificates, among others.

C.J. Elsy, a section officer at the MBA department of the university, landed in custody of Vigilance and Anti-Corruption Bureau officials while receiving bribe for issuing the mark list and provisional certificate to a student. As the per the case, the accused official had received ₹1.25 lakh from the student for issuing her mark list along with a provisional certificate.

Though the student who completed her MBA from an affiliated college in 2016 had originally passed her supplementary examination written last year, Elsy declared the result as failed and sought ₹30,000 more for issuing a provisional certificate. The complainant, however, later came to know about the original result later and lodged a vigilance complaint.
