Kerala: CPM meet to discuss sustainable development plan

KOCHI: CPM state conference will discuss the outline of Kerala’s sustainable development. The party has prepared a detailed report on the idea and it will be circulated among delegates at the event. After collating the views aired by delegates, CPM will prepare a comprehensive document which will be circulated to the constituents of LDF for discussions later.

After incorporating the views of its constituents, the final document will be brought out as a policy framework for the government on development issues. Sources said it is for the second time that such an outline is being discussed at a state conference.

“A similar outline was discussed at the state conference in 1956. After years, state conference is set to discuss another outline on development issues. The outline will discuss the development Kerala underwent since 1957 and also the contributions by Pinarayi government. Delegates will discuss the outline and add value to it. Later, LDF constituents will discuss it and it will become a policy framework for the government,” said a top CPM leader.

There are observations that the LDF government’s attitude towards environmental issues is more regressive than UDF and NDA. “The outline on development issues will give adequate importance to the environment,” said sources.

Political analysts have welcomed this move. “It is a fact that CPM and CPI are the only political parties that hold organizational conferences in a democratic manner. The decisions of CPM leadership to come up with a policy framework on development is good provided it is implemented as such,” said political analyst NM Pearson.

“But, earlier experiences do raise some suspicions. It is a coterie in the party which makes policy decisions. If the policy framework is prepared in a democratic manner avoiding this coterie, it will be beneficial for the democratic system in state and also the people,” he said.

Over 400 delegates will take part in the state conference in Kochi from March 1. “Most of them are leaders of the party at various levels and they are capable of ideological contributions. Even if they don’t give major suggestions while discussing the document at the state conference, their involvement in deliberations will sow the seeds for a thought process, the results of which can be reaped at a later stage,” he said.

At the same time, Pearson reminded the party leadership that the development framework of 1956 is yet to be fully implemented though LDF had formed governments after that conference.
