Following links with a number of strikers, Daniel Levy came to an agreement with Benfica to sign the Brazilian on loan with the option for a permanent move.
Although Vinicius has yet to make a real impact in the Premier League due to limited minutes off the bench, he has scored six goals in the Europa League and FA Cup so far this season.
Given the 25-year-old's move to N17 is only a loan deal, both Mourinho and Levy are going to have to make a decision over the player come the end of the season.
Danny Ings was one of the strikers linked with Tottenham back in the summer and the England man's future has been in the headlines this week regarding a new deal at Southampton.
Out of contract at St Mary's at the end of the 2021/22 season, Saints want to keep the player on the south coast but a number of top clubs will be after his services if he intends to move on for a new challenge elsewhere.
Asked about Spurs' plans for the striking department at the club, Mourinho opened up on both Vinicius and Ings.
"Let’s go bit by bit… Two strikers, we are not a team that needs a third striker because the third striker is Sonny," explained the 57-year-old. "We don’t need more than two. We have the best.
"We are happy with Carlos, Carlos is not our player. He is a Benfica player but he is one that we are helping to develop and he is helping us when he is asked for. We are happy with the situation.
"Ings I refuse totally to say any word about him because he is a Southampton player and I respect that."
