According to the Chattanooga-Hamilton County Air Pollution Control Bureau , Chattanooga was the third-most polluted city in the country for particulate pollution in 1961, and by 1969 it was named the "worst city in the nation for particulate air pollution" by the US Department of Health, Education and Welfare.
Industrial development had taken its toll. Factories, railroads, and coal-burning stoves filled the air with particulate emissions, and the city's geography made the problem worse because of temperature inversions. However, Chattanooga did not remain trapped under smog. After years of discussion, local officials were able to adopt stricter pollution regulations. Just three years after the new rules were adopted, all pollution sources in Hamilton County met the standards, creating a major environmental success story.
When Chattanooga became the dirtiest city in America
In the middle of the 20th century, Chattanooga was a big industrial town. The town’s economy depended on steel production, foundries, rail transport, and factories, while coal-burning stoves also added smoke and particulates to the air.
As the Chattanooga-Hamilton County Air Pollution Control Bureau history page explains, the city's geography made the problem worse. Chattanooga is located in a valley between the mountains, where temperature inversions trapped polluted air near the ground.
In 1969, the US Department of Health, Education, and Welfare declared Chattanooga the city with the highest levels of particulate pollution among American cities. It became a pivotal moment for the town.
At the time, Americans were becoming increasingly concerned about air pollution. Evidence was mounting that polluted air harmed human health. The United States Environmental Protection Agency , which later became known as the EPA, was established in 1970.
Three years of change
After being designated an air pollution area in 1969, Hamilton County adopted the Air Pollution Control Ordinance to regulate pollution. The goal was to bring all pollution sources into compliance by October 1972.
According to the Chattanooga-Hamilton County Air Pollution Control Bureau, industries in the county spent more than $40 million on equipment to meet the standards. Within three years, every pollution source in the county met the standards.
From polluted skies to federal clean air standards
Chattanooga continued to improve in the decades that followed. According to the Chattanooga-Hamilton County Air Pollution Control Bureau, the city met the federal air quality standards for the first time in 1989. That was significant given Chattanooga's history as one of the country's most polluted cities.
But clean-air standards became more stringent over time. As evidence of air pollution's health effects grew, regulators continued lowering acceptable pollution levels. The US federal government adopted strict air-quality standards through the Clean Air Act. According to the EPA's Clean Air Act overview , the law requires federal agencies to set air-quality standards based on health concerns and state and local authorities to develop implementation plans.
Keeping air quality improvements in place
As federal pollution standards became more stringent in the late 1990s and early 2000s, Chattanooga faced another challenge. To address this problem, Hamilton County joined the EPA's Early Action Compact, a program designed to help communities reduce pollution before they violated federal standards.
These measures included automobile emissions testing, a ban on seasonal burning, installation of fuel vapor recovery systems, retrofitting diesel school buses, and a public information campaign. According to the Chattanooga-Hamilton County Air Pollution Control Bureau, those efforts led to compliance with the federal ozone standard in 2007.
Cleaner air helped attract investment
Chattanooga's environmental progress also helped its economy. In 2008, the German automobile producer Volkswagen decided to locate its assembly plant in Chattanooga. Local officials said Chattanooga's reputation for clean air was one reason it attracted industrial investment. Clean-air standards made it easier for companies to invest in Chattanooga without running into pollution-related restrictions.
Chattanooga’s experience suggests that environmental restoration is rarely achieved through a quick fix or new technology alone. It took many years of collaboration between local people, companies, researchers, and government agencies. The city, once known for severe air pollution, showed how long-term efforts can improve urban environments.
