A state of emergency has been declared in and around Houston, Texas after unprecedented flooding inundated homes, closed major highways and left at least five people dead in America’s fourth-largest city. Storms have dumped more than a foot of rain in the Houston area, flooding dozens of neighbourhoods and forcing the closure of city offices and the suspension of public transport.
Heavy flooding has become common in recent years in the near sea-level city, where experts have warned of the potential for disaster. Several shelters were set up for people forced out of their homes.
