Government rules out blanket ALMM List-II extension beyond June 1; case-by-case relief for solar projects

The Ministry of New and Renewable Energy (MNRE) on Monday said it will not extend the deadline for applicability of the Approved List of Models and Manufacturers (ALMM) List-II for solar photovoltaic cells beyond June 1, 2026, while providing case-to-case relief for projects where investments have already been made.

The decision was taken after the ministry examined representations from stakeholders, which included requests both for and against an extension.

Under the existing ALMM List-II framework, Net-Metering and Open Access projects commissioned before June 1, 2026, are exempt from its provisions. Projects commissioned after this date will need to comply.

The ministry also considered a Department of Expenditure office memorandum dated April 29, 2026, which advised treating the ongoing West Asia situation as a war event and suggested time extensions of two to four months on a case-specific, rather than blanket, basis.

In line with this, MNRE said certain Net-Metering, Open Access, and Renewable Energy power projects will be eligible for case-to-case time extensions. These include projects where solar module installation is complete but commissioning is pending, and projects where developers have already taken effective steps such as land acquisition, financial closure, connectivity arrangements, approval of electrical drawings, or arrival and installation of solar modules.

Developers seeking an extension beyond June 1 can submit claims with documentary proof through a dedicated portal set up by the National Institute of Solar Energy (NISE) on or before June 30, 2026. An Expert Committee to be constituted by the ministry will examine these claims on a project-by-project basis.

The ministry also clarified that residential net-metering consumers participating in the "Give It Up" campaign under the PM Surya Ghar: Muft Bijli Yojana, who voluntarily forgo government subsidy, will continue to be governed by existing scheme guidelines until March 31, 2027. Such consumers must apply through the national portal for the scheme.
