Development company Thirdi Group has lodged an application for a seniors living complex at Merewether Golf Club, three years after unveiling the project.
The $76 million plans include 148 apartments, minor course changes, a new clubhouse, health centre and 404 parking spaces.
The eight-storey residential part of the project includes a wine cellar, cinema, men's shed, pool and library.
The Hunter and Central Coast Regional Planning Panel approved concept plans for the site in May last year. The plans lodged with Newcastle council include new architectural drawings showing what the buildings will look like.
The L-shaped redevelopment was unveiled by the club in mid-2017 and endorsed by members a year later as a way of shoring up the club's financial future.
The club will lease the development land to Thirdi Group for 99 years.
City of Newcastle objected to the development in its assessment to the regional planning panel, suggesting it was inconsistent with the strategic vision for the area.
It raised concerns with the height, scale and character of the proposed development and likely traffic impacts on local streets, including a potential 50 per cent increase in traffic at the King Street and Glebe Road intersection.
But the Department of Planning said in its submission that "current strategic planning does not specifically deal with this site" and "an opportunity exists for a development that takes advantage of the large site".
