France pays tribute to victims of Hamas attack, two years on

A homage will take place at the headquarters of the French Foreign Ministry in Paris on Tuesday to commemorate the 51 French citizens killed on 7 October 2023 in attacks carried out by the Palestinian Islamist group Hamas or during their captivity in Gaza.

"We owe it to them," French foreign minister Jean-Noël Barrot told French broadcaster France Inter on Monday.

The attack resulted in the deaths of 1,219 people on the Israeli side, mostly civilians, according to a tally compiled by the French news agency AFP from official data.

Of the 251 people kidnapped that day, 48 are still being held hostage in Gaza, 25 of whom are dead, according to the Israeli army.

The Israeli retaliatory offensive has left at least 67,139 people dead in Gaza, mostly civilians, according to figures from the Hamas Health Ministry, which are considered reliable by the UN.

Several French citizens were released from captivity during ceasefires negotiated in November 2023 and January 2025.

A memorial pavilion initiated by the French Jewish association (CRIF) has also been installed at Place des Vosges in Paris, featuring an exhibition showing portraits of the French victims and those still held hostage.

Meanwhile, both Hamas and Israel have responded positively to US President Donald Trump's 20-point plan for an end to the fighting and the release of captives in Gaza in exchange for Palestinians held in Israeli jails.

Delegations from Hamas, Israel and the US convened in Egypt for talks on Monday, with Trump urging negotiators to "move fast".

Hamas's lead negotiator Khalil al-Hayya met mediators from Egypt and Qatar in Cairo on Monday, ahead of talks in the Egyptian resort town of Sharm El-Sheikh.

Authorities have given scant details on the logistics of the discussions, which are being held behind closed doors under tight security.

Key features of Trump's plan include the disarmament and exclusion of Hamas and the rejection of any annexation and any forced population displacement.

The relaunch of a political process aimed at establishing a Palestinian State living in peace and security alongside Israel has also been slated.

France, together with Saudi Arabia, is behind a package of measures known as the New York Declaration, which was voted on by the UN General Assembly in July and which supports a two-state solution to resolve the Israeli-Palestinian conflict in Gaza.

"France calls on the parties to the conflict in Gaza to take up this plan immediately to end the war and open up once again a horizon of peace and collective security which guarantees the Palestinian people’s right to self-determination," said the French foreign ministry.

Barrot also announced that he would host his European and Arab counterparts in Paris on Thursday for a meeting to discuss a peace plan for Gaza.

Italian newspaper Corriere della Serra on Sunday, quoted the Italian foreign minister, Antonio Tajani, who said he would attend a meeting on Gaza with the foreign ministers of France, Germany and the United Kingdom, as well as with the Arab countries.
