The plant is behind the Olivetti factory in via Fascione, with local media reporting a loud roar heard at a long distance.
A citywide blackout reportedly lasted for 32 minutes, while a second blackout is said to be affecting a smaller section of the city.
The air is said to have been left "unbreathable".
Video and pictures show raging flames and thick black smoke filling the sky in the city near Naples after the fire broke out at around 12.45am on Thursday.
In one clip, shot from a few miles from the scene, sirens can be heard as a huge plume of smoke rises into the air and the woman behind the camera can be heard in a panic.
The fire is understood to have started in a regulating unit and a transformer, the latter of which is attached to oil tanks, according to reports.
