Council bosses delay parking ban decision so villagers can have their say

Objectors to planned double yellow lines in a West Lothian village will get the opportunity to make their case to councillors in August.

The road markings were among a draft set of waiting restrictions tabled to go before councillors at the Executive on Tuesday - the last meeting before the summer holidays.

But roads officers requested the item be withdrawn from the agenda to give objectors a chance to address the committee with their concerns.

Council leader Lawrence Fitzpatrick said objectors had a democratic right to address councillors.

But for another group of villagers new waiting restrictions cannot come quickly enough and their ward councillor expressed concern that the work had been delayed.

Plans for double yellow lines in Whitemoss Road, Kirknewton brought 12 objections, many from villagers who believe double yellow lines will force a local shop to close.

There were also objections to proposals for sites in Linlithgow. The Executive agreed to bring the paper back to its August meeting.

However depute council leader Councillor Kirsteen Sullivan feared there would be more delay to work being carried out in her ward.

She told the meeting: “I understand that there were other proposals contained within the same order where there were no objections. Is there a possibility that these could be progressed separately so as not to hold up the whole thing?.

Gordon Brown, Network Road Manager said: “Unfortunately all the waiting restrictions in that draft order must be progressed at the same time as it is part of one order. They will have to do it at the same time once the decision is made on 15 August.

Councillor Sullivan said: “That being the case can we have a likely timescale. I am very concerned about issues raised by my constituents in East Whitburn who would like to see the double yellow lines put down as quickly as possible and this has already been delayed.”

Mr Brown told the meeting: “The intention would be to bring it back on the 15 August. However we will be preparing the contract for all the jobs as it road markings. Because we are coming into the winter the intention would be to get the work done before the bad weather comes. Once a decision is made we’ll be in touch with contacter straight away. So it will be done September October at the very latest.”
