Charging EVs in apartments: Need regulation immediately, Kerala HC tells govt

KOCHI: The Kerala high court has ordered the state government to immediately formulate regulation and frame guidelines on providing charging points for electric vehicles in apartment complexes.

An order was issued by justice VG Arun after considering a petition (WP-C No. 5050/2022) filed by a couple residing in an apartment complex in Kakkanad through advocate Basil Mathew. They had pointed out the objection by the apartment owners’ association to installing a charging point for their electric vehicle at their own cost.

In the order issued on August 11th, the court said, “Having heard the learned counsel for the petitioner for sometime, I find substantial merit in the contention that in view of Ext.P2 Electric Vehicle Policy declared by the Government and the phenomenal increase in the number of electric vehicles in the state, adequate provision ought to be made to provide charging points for electric vehicles in the apartment complexes where the owners of electric vehicles are residing.”

Pointing out the objection by the apartment owners’ association, the court directed, “In such circumstances, it is for the Government to formulate regulation and guidelines in the matter. Necessary steps in this regard shall be taken at the earliest and report regarding the progress achieved made available to this court by the next posting date.” The court will hear the case again on September 16th.
