Central London pub faces sanctions for THIRD time after one man complains about noise

A central London pub hit with restrictions when one neighbour complained about “giggles” from drinkers disturbing him is facing sanctions for a third time after another noise complaint.

Managers of the Globe, opposite Baker Street station, are set to be hauled before Westminster council again this week after the same man reported customers “loitering” on the street outside the bar and making noise after midnight on weekends.

The pub, owned by Greene King, was previously the subject of a licensing review called by Michael Zelouf in 2022 and then again in November 2024.

He said his sleep was being disturbed by “faint giggles and murmuring” from customers.

The large 18th century pub was told it must make its manager’s phone number publicly available to residents and supervise patrons drinking outside.

It also had to produce a management plan for its outside area and a dispersal policy to ensure people leave the premises “quickly and quietly” as part of six restrictions added to its licence.

But the disturbances have continued, the neighbour argued, and he now wants the Globe to have its midnight closing time scaled back.

In an email to Westminster council, he said: “Unfortunately the nuisance persists.

“I have made noise nuisance complaints after 12am on 29 August 2025 and on 21 September 2025 to the noise team and tried on 30 November 2025 but their reporting system was down.

“However, this complaint was reported to the parent company of the pub, and in each instance, photographs have been taken of the pub's patrons congregating outside the pub, whereby no attempt was made by the pub to disperse them.”

He added: “Clearly, if the pub is unwilling to prevent their patrons from making a noise nuisance despite the previous hearing and the sanctions put on them, then the only solution to prevent any more noise nuisance is to curb their licensing hours to ensure that patrons would have vacated the neighbourhood by 12am.”

In an email to the disgruntled neighbour, a Greene King representative replied: “I understand that our assistant manager spoke to you and explained that we are unable to move people away from the area that is not within our ownership.

“It is a busy junction and people do loiter in the area for transport links or simply just to chat.

“We appreciate this may be frustrating, but unfortunately, it is out of our control.

“As previously conveyed, if you have a problem with the business, please do make us aware. If it is in our power to help, please rest assured we will do so. Our team is here to provide the best possible service, and we ask that all interactions remain courteous and respectful.”

A spokesperson for the Globe said: “The Globe is a historic pub in the heart of Marylebone that's cherished by many in the local community, and we are committed to operating respectfully and responsibly. We are working constructively with our neighbours and the local authorities to ensure we can continue to serve our community.”

It comes as the Mayor of London is set to be given a key role in licensing the capital’s late-night economy.

The Government announced last year that it wanted Sir Sadiq Khan to have the final say on whether venues could stay open.

The aim was to address concerns that the hospitality and entertainment industries were struggling to survive because of onerous “red tape” regulations imposed by borough councils responding to complaints from residents.

Sir Sadiq has now launched a six-week consultation setting out more details of how he could use the new powers, which are expected to come into force this summer.
