The Buried City Town Hall key can fetch you some incredible loot if you manage to secure it in ARC Raiders.
Getting keys and access cards in ARC Raiders isn't an easy job if it's not related to a quest. The key required for the Town Hall is easier to get in that sense, so let's look at how to obtain it in the game.

How to get the Buried City Town Hall key in ARC Raiders
There are two great spots in Dam Battlegrounds if you're looking for keys. I managed to find mine at the Ruby Residence apartment building on the north-western part of the map. This gigantic building has multiple containers and storage boxes that you can loot and breach. If you're lucky, you could end up finding the Town Hall key.
Another great spot is the Research and Administration building. You'll want to specifically look on the second floor, as I have found plenty of keys at this location. This includes the likes of Blue Gate Village and Buried City Hospital. Ultimately, it all boils down to your luck.
Incidentally, you can get a guaranteed Buried City Town Hall key from the current Raider Deck. Page five of the current Deck allows you to unlock a guaranteed Town Hall Key to add to your inventory. But this will require a significant amount of time, and you'll also need 80 Creds. I won't be relying on this method unless you have already cleared the first four pages of the Deck.
Where to use the Buried City Town Hall key in ARC Raiders
The Town Hall is arguably the easiest location to find in Buried City. The massive building stands out in the open, and I have marked its location on the map. Once you reach its main entrance, it will ask you for the key. Use the key, unlock the door, and loot everything that you can find inside.
Be careful because this is a high-tier loot area, and I have run into a fair amount of ARC enemies the one time I managed to get inside.
You'll want to clear the building of the ARC enemies first before proceeding with grabbing all the possible loot from the location.
