Blind man fails citizenship test 'because Braille exam was not available'

A blind man failed his US citizenship test after the reading portion of the exam was not offered to him in Braille.

Lucio Delgado, a permanent resident, was applying to become a US citizen and breezed through the oral civics part of his test.

But when it came to the written section, he discovered there was no Braille available, according to the  Washington Post .

Lucio, who is originally from Mexico but lives in Ilinois, was reportedly given "three attempts to read a sentence," by the US Citizenship and Immigration Services (USCIS), but he was unable to as he is "completely blind."

He was even given a portion of the exam in large print, but this did not help.

Lucio told the Washington Post: "I really wasn't expecting not to be provided that very basic accommodation."

"It was quite a shocker, honestly."

He added that the "failed" test had "shattered" all his dreams immediately.

Lucio had got a certificate from an optometrist which registered him as legally blind but he was told by officials that he should have seen an opthalmologist.

He explained that he could not come back for another interview because he does not have health insurance and could not afford the specialist.

When he received the letter, he was left stunned.

It reportedly reads: "Unfortunately, you were unable to achieve a passing score on the reading portion of the naturalization test."

A spokesperson for the agency said it started to offer the test in Braille a few months after Lucio took it.

They said: "USCIS has policies in place to ensure accommodations are provided for people with disabilities when requested, and we make every effort to insure that these policies are followed at all time".

"If USCIS becomes aware of an error in adhering to these policies, we make every effort to ensure corrections are made."

Lucio's lawyer said the agency had since been in touch with him and have scheduled another appointment.
