As of the Elderwood update (0.191), you can romance 11 villagers (out of the 25 total). We’ve listed them and their requirements for romance in the table below.

How to romance a villager in Palia
If you meet the criteria for an eligible villager, you can start a romance adventure by gifting them a Box of Chocolates or a Heartdrop Lily. This unlocks the romance bar with that character, and you can work toward it regularly to raise the level.

To progress your romance level, you can flirt with the villager, which is possible once per in-game day. You can also give them Box of Chocolates or Heartdrop Lily to significantly boost the romance bar, but this mechanic is available only once every real-life week. After you reach the highest level of romance with a villager, you’ll receive a pin from them and complete the “What brings us together” achievement.
You can romance multiple villagers at a time and earn multiple pins as well. Having more than one romantic relationships doesn’t have any significant negative consequences, except for a couple of heated dialogues about loyalty. So, don’t be afraid to take up a challenge that involves wooing all 11 of them.
How to raise friendship level in Palia
Every villager has a number of items they like to receive on a regular basis. To raise your friendship level with a villager, you can gift them an item they like every in-game day. We’ve listed the favorites of all romanceable characters below.

Besides the usual items they look for, every villager has four Weekly Wants, comprising two items which they like and two items which they love. These items reset at 11pm CT every Sunday. You can only view all four of a villager’s Weekly Wants after you reach Friendship level four with them. Also, you can gift each of these items only once per week.
