Rat, flies and rot: Havana’s trash crisis spirals out of control

Havana’s streets are increasingly choked with mountains of rotting refuse, transforming the vibrant Cuban capital into a landscape of despair and disease. Residents across the city are grappling with an escalating garbage crisis, a stark consequence of a crippling energy blockade that has halted essential services.

On a recent sweltering afternoon, the air on one Havana street hung heavy with the stench of decaying food scraps, torn bags, and rubble. Swarms of flies and stray cats converged on an improvised dump site, a grim tableau that has become all too common.

"What you’re looking at is depressing," lamented María Odalys Ramírez, 63, who lives near the iconic Hermanos Ameijeiras hospital. "The trash in this area, the flies, the rats, the filth — it’s completely unsanitary."

For months, the two million inhabitants of Havana have endured streets piled high with waste. The situation deteriorated significantly after a U.S. energy blockade triggered widespread power outages, water shortages, and a severe fuel crisis, effectively paralyzing state-run garbage collection.

With no official disposal, residents have resorted to burning waste in the streets, prompting health officials to raise alarms over potentially toxic smoke.

A citywide survey by The Associated Press revealed identical scenes of neglect, with locals reporting irregular garbage truck services. In central districts and on the outskirts, pedestrians, cyclists, and vehicles navigate around the growing mounds, while others sift through the debris in search of salvageable items.

Havana generated the equivalent of 12 Olympic-sized swimming pools' worth of solid waste daily as of last July, yet municipal services managed to collect only 57% of it.

Odalys Goicochea, an official at the Ministry of Science, Technology, and the Environment, acknowledged the "improper management of urban solid waste" as a primary environmental challenge for Cuba.

She warned that the current collection failures, combined with rising temperatures and the impending rainy season, threaten to exacerbate the crisis, potentially leading to a proliferation of disease-carrying flies and mosquitoes.

Amidst the mounting challenges, citizen initiatives are emerging to reclaim neighborhoods.

One such project, El Batazo, operates across eight Havana blocks. A dedicated collector rings a bell twice daily to gather pre-sorted household trash, while other members sweep the streets. The project then sells recyclable materials such as aluminum and glass, repurposes food scraps for livestock feed, and disposes of the remaining waste in a container for landfill transport.

"The fundamental impact of this project is proving to the community that it can be done," stated Evelyn Martínez, a collaborator at El Batazo. "It is entirely possible to live in a cleaner environment, give value to what we call ‘trash' and put it to good use."

These grassroots efforts offer a glimmer of hope against a backdrop of deepening environmental and public health concerns.
