When a pay commission is formed, every central government employee expects a big bump in their salary. The increase depends on the fitment factor, where a high fitment factor means a high raise in basic salary. But does the gross salary also rise by the same proportion? For example, a 2.0 fitment factor means a 100% rise in the basic salary. But does it also mean the gross salary of the same employee will be double? A Bankbazaar projection shows that even if the 8 th Pay Commission decides on fitment factors in the range of 2.0-2.57, the gross salary increase for Level 1-18 employees could only be 31-68%.
Past gross salary hikes under different pay commissions
Looking at the historical data from the 4 th to 7 th Pay Commissions, the maximum hike in gross salary has been 54% under the 6 th Pay Commission when the fitment factor was 1.86. The 7 th Pay Commission set a 2.57 fitment factor for central government employees, but the hike in gross salary was just 14.29%. The reason behind this indifference is that the gross salary also includes allowances such as dearness allowance (DA), house rent allowance (HRA), transport allowance (TPTA) among other allowances.
While the DA is set at 0% in the beginning of a pay commission, revised HRA is given on the basis of the revised basic pay. But other allowances can be set by the government on its own. So, when we sum these amounts, gross salary may vary because of different amounts set for non-basic pay-linked allowances.

In its calculations, Bankbazaar shows the estimated gross salary increase for Level 1-10 employees at fitment factors of 2.0, 2.38 and 2.57 in the 8 th Pay Commission. A fitment factor is a multiplier for salary revision. A 2.0 fitment factor means the basic salary of an employee will double.
