1) Award a penalty – the line marking the edge of the area forms part of the area. Also, show the defender a yellow card for unsporting behaviour, or a red if you think he prevented an obvious goalscoring opportunity. Thanks to Ryszard Kaleta.
2) Your priority is safety. You have to make sure that the glasses do not present a risk of injury to the player or to opponents. The International FA Board has advised officials to show tolerance towards the use of special sports spectacles, given the new technology that has made them much safer for the wearer and for other players. But if they are a standard pair of glasses, you may have to intervene and have them removed. Thanks to Jamal Sam.
3) Stop the game. How bad was the challenge? Based on its severity, either show a yellow card or a red. For a foul to occur the offence has to be committed on the field of play, but you must still deal with incidents that take place off it. As for the restart: the laws make clear you cannot award a penalty in these circumstances: it's a dropped ball taken from where the ball was when you blew the whistle (or on the six-yard line if it was inside the six-yard box).
