Yemeni Govt Says Int’l Organizations Refuse to Disclose Financial Records

The Yemeni government said that international organizations refuse to disclose their financial statements in accordance with transparency standards and laws.

Deputy Minister of Planning and International Cooperation, Nizar Bashaib revealed that some UN and international organizations discuss their projects in Yemen directly with donor countries, without coordinating with the relevant ministries.

He warned that this creates a conflict with the government's priorities in projects that meet the country's needs and directly serve the public.

During an exclusive interview with Asharq Al-Awsat, Bashaib asserted that failure to receive donor funds through the Central Bank of Yemen according to the determined frameworks and international and Yemeni laws has had a negative impact on the economy.

It also weakened the government’s control over the movement of funds inside Yemen.

The government has tried hard to convince and discuss this issue with the organizations and donor countries, stressing that if money is sent through the central bank, it will benefit the national economy.

Bashaib added that the Ministry of Planning requested financial records, administrative reports, and projects' details from the international organizations, but none were sent.

The ministry seeks to reduce the operational cost to ensure citizens can fully benefit from the project’s funds.

There are 83 international NGOs authorized to work in Yemen, and three new organizations obtained licenses to start their activities soon.

The Deputy Minister stated that donor countries finance projects for Yemen through international non-governmental, international, or regional organizations, pointing out that the government is making a great effort to coordinate with these international bodies to discuss the quality, location, and cost.
