Kuro Games has confirmed that Cartethyia and Lupa will be released in the upcoming Wuthering Waves 2.4 update. Furthermore, recent leaks from a reliable source also hint at reruns of two popular characters.

WuWa 2.4 banners leaked
Phase I
Based on the past trend, Cartethyia will be released in the first half of WuWa 2.4 since she was the first new character revealed for this update. Kuro Games has also confirmed that she is a 5-star Aero unit and that her weapon type is a Sword, which shouldn't come as a surprise since we have seen her use a Sword during the quest. Cartethyia is expected to be a strong character like Jinhsi because of her status and role in the story.
Additionally, as per leaks via Step Leaker, you can look forward to Carlotta's rerun banner. She will get a new summer skin in version 2.4, so it makes sense for her to return. Carlotta is one of the best damage dealers in the game, and you can try your luck on her banner if you want a good Glacio DPS.
Phase II
Lupa will be released in the second phase of Wuthering Waves 2.4. She is a new 5-star character from Septimont, one of the city-states in Rinascita. Lupa is a Fusion Resonator, and her weapon type is a Broadblade. She can be seen holding a spear in her splash art, so she probably switches her weapon during combat, similar to Jiyan. Lupa's playstyle is currently unknown, but she will likely be a main DPS unit since she is a warrior in Septimont.
According to the leaks, the second half will also feature Changli's banner. She will also get a new summer skin in version 2.4, so it makes sense for her to return.
Interestingly, Carlotta and Changli are also on version 2.3's second half anniversary banner. If you fail to get them or their signature weapons, you can try again in version 2.4. That said, the rerun banner info is only based on leaks and is subject to change.
