The coalition are redoubling their efforts to win the debate over fracking, with David Cameron set to announce councils will be entitled to keep 100% of business rates raised from fracking sites. The prime minister will also appeal directly to concerned locals, by saying that cash payments could be made to homeowners living nearby.
