Worst areas in Northern Ireland for coronavirus rule breakers as more than 1,000 fined

More than 1,000 fines have been issued to those flouting the coronavirus rules since the pandemic began, police say.

Among the offenders, Belfast, Derry and Strabane and Newry Mourne and Down seem to be the worst areas for rule breakers.

A police breakdown of the figures show that 1156 Penalty Notices to those over 18-years-old across the country.

The most recent figures shows data between March and midnight on October 5.

The latest breakdown comes after 96 fines were handed out for house parties alone across the country on Saturday night (October 3).

Who had the most fines by council district?

  • Belfast City - 615

  • Derry and Strabane - 190

  • Newry, Mounre and Down - 82

  • Fermanagh and Omagh - 55

  • Armagh, Banbridge and Craigavon - 54

  • Mid and East Antrim - 50

  • Antrim and Newtownabbey - 30

  • Lisburn and Castlereagh - 23

  • Ards and North Down - 23

  • Mid Ulster - 20

  • Causeway Coast and Glens - 14

Meanwhile, last week the First Minister said that “tougher penalties were coming” for those who continued to break the enforcement rules in place.

"To those who ignore the law and who thumb their nose at the Executive and what we are trying to do - tougher penalties and enforcement is coming," the DUP leader said.

"I want to make that very clear."

Current enforcement penalties in place include:

  • £60 fixed penalty notice for breaching Covid-19 regulations - £30 if paid in 14 days
  • Fines for subsequent offences can double each time to a max of £960 if people continuously flout the rules
  • £1,000 fine for breaching Covid-19 travel rules, such as failing to quarantine on return from listed countries
  • Fine up to £5,000 if a person is convicted at court

Elsewhere, a total of 800 Community Resolutions Notices (CRNs) were issued, with most of the notices Belfast City (256), with Derry and Strabane also high on the list with 138.

CRN's were lower in other districts, including Ards and North Down (15) Lisburn and Castlereagh (17).

Police issued 203 Prohibition Notices including 64 notices to commercial premises and 139 to private premises.

Prohibition Notices can be issued to business premises that flout coronavirus rules such as the 11pm curfew time set for wet pubs.

On Monday, tougher restrictions came into force in the Derry City and Strabane District Council area for two weeks.

And it is understood that Justice Minister Naomi Long is to examine the current system over concerns at a lack of action and the message that sends.

Tougher penalties that could be introduced:

  • Increased fines
  • More closures of non compliant premises
  • An increase in enforcement levels

Deputy First Minister Michelle O'Neill said work was "ongoing in terms of enforcement".

She added: "I'd much prefer that we had a very compliant public and by and large we do, but I think that it's right that we review the penalties."

She also said this could mean "looking at things for example like the level of penalties".

"Of course we don't want to go there and we shouldn't have to go there but, if we all play our part in a whole-of-society partnership, we can get back on the firmer ground, we can get a grip of this virus and we can allow things to get back to normality more quicker."
