Woman sues city, police, driver after 2014 Far South Side fatal crash

Oct. 30--A woman injured in a Far South Side car crash in 2014 is suing the city of Chicago, two Chicago police officers and the estate of the man who fled police and caused the crash.

Kelly Winston filed the lawsuit Thursday in Cook County Circuit Court on behalf of herself and her two daughters.

The crash took place the night of April 10, 2014.

According to the lawsuit and news reports, Glenn Jones, of the West Pullman neighborhood, was driving on South State Street when officers tried to pull him over for driving without a front license plate. Jones initially stopped, then drove away at speeds up to 70 mph.

Jones later collided with Winston, who was in the car with her two daughters, the lawsuit states. After striking the other vehicle, Jones then smashed into a tree. Dalila Smith, 23, of Skokie, a passenger in Jones' car, was ejected and killed.

Jones, 27, was charged with reckless homicide but died from his injuries the following day.

At Jones' bond court hearing, prosecutors said a 35-year-old woman suffered a broken leg, hip, shoulder and ribs; a 14-year-old suffered two broken fingers; and an 11-year-old was unhurt.

The lawsuit alleges the two officers were negligent in pursuing Jones at high speeds through residential neighborhoods. It also alleges that the city failed to properly train its officers on pursuits.

Court records state that police were "self-terminating" their chase because of the speeds.

The lawsuit also names Dalila Smith's estate as a defendant, alleging that the car Jones was driving belonged to Smith and that she allowed Jones to drive despite knowing that his license was suspended and the car did not have the proper license plates.

Winston is seeking at least $30,000 in damages from each of the defendants.

A spokesman for the city Law Department did not immediately respond to a request for comment.
