Woman stopped by police on 320-mile round trip from England Tier 2 area to visit horse in Wales

Police said they had stopped a driver who breached the current fire-break lockdown regulations in Wales by travelling 160 miles from a Tier 2 area of England - to visit a horse.

The woman was pulled over by officers from Dyfed-Powys Police over the weekend.

When questioned, she revealed she had travelled from the Leicester area to Ceredigion -  a round trip of around 320 miles - so she could see a horse she owned in the county.

This did not qualify as essential travel and she was given a fixed penalty notice for a breach of the regulations.

Under the current rules set out by the Welsh Government, people are not permitted to travel from England to Wales unless they have a “reasonable excuse”, such as travelling to a workplace, place of education or to provide care.

The tier system in England - which was announced on October 12 - sees different parts of the country placed under either Tier 1, Tier 2 or Tier 3 rules.

That system will be replaced on Thursday by a new national lockdown, which will see similar restrictions imposed in England that we saw across the UK in March, with pubs, restaurants and non-essential shops required to shut for a month.

The main difference with the new lockdown across the border this time around is that schools and colleges will remain open.

But travelling to visit a horse is certainly not permitted, either by the powers that be in Cardiff or in Westminster.

A spokesman for the Ceredigion roads policing unit of Dyfed-Powys Police said that, on Sunday, officers asked many drivers to explain their reasons for travelling, given the coronavirus regulations, with one admitting she had travelled from a Tier 2 English lockdown area to Ceredigion to visit a horse.

The spokesman added, "the horse is safe and well, so there was no need for breaching”, and confirmed that the woman was reported for breaking coronavirus regulations.

The stop was part of a busy weekend for police officers in west Wales.

On Saturday, officers in Pembrokeshire carried out stop checks on more than 220 vehicles travelling on the A477.

This continued on Monday with more drivers being pulled over at the Carmarthenshire-Pembrokeshire border.

Dyfed-Powys Police has, since the introduction of the first national lockdown, been the most proactive force in handing out fixed penalty notices to those travelling on Welsh roads in breach of the restrictions.

There have also been checks taking place on the border between England and Wales, with Gloucestershire Constabulary preventing any unnecessary travel.
