Will Nicola Sturgeon announce a second coronavirus lockdown? Here's what we know so far

Speculation has grown this weekend that Nicola Sturgeon might announce a second coronavirus lockdown in the face of a surge in new cases.

On Saturday, 350 new cases were reported whilst Sunday saw a slight decrease with 245 cases. Three new deaths were also announced on Saturday.

This figure represented over five per cent of those who were newly tested for coronavirus each day, a metric Nicola Sturgeon has said before is more important than the number of cases alone.

Whilst it's unlikely a second full lockdown like we seen at the start of the pandemic will be announced this week, the First Minister has indicated much stricter restrictions might need to be put in place.

At a UK-level, politicians from Boris Johnson's government have said they also do not want to see another lockdown, but refused to rule it out if less drastic restrictions cannot bring the surge in cases under control.

Why are we talking about more restrictions now?

Scientists have said that without action, the UK could see as many as 100,000 new infections a day by October, with the average weekly increase in cases roughly treble what it was several weeks ago.

Officials say without action to slow the spread, the NHS would likely see a rapid rise in the number of people requiring hospitalisation over winter when they already face challenges with flu.

Could there be a school holiday lockdown?

One idea which has received support from government scientists is a lockdown during the upcoming October school holidays .

The UK Government's scientific advisory group has made the recommendation as a way to cut the number of cases whilst minimising disruption to children and young people.

In parts on England where there have been local outbreaks, pubs and other hospitality venues have seen a curfew put in place requiring them to close at 10pm.

It has been suggested Scotland could go down a similar route, either locally or nationally. Nicola Sturgeon pointed to other countries who had done this like Belgium where it has worked when she said it could not be ruled out.

£10,000 fines for flouting quarantine?

The UK Government have introduced fines of up to £10,000 for people who are caught not following instructions to self-isolate if, for example, they have had contact with a positive case. The new rules will come into force in England on September 28 under plans announced by Boris Johnson.

But the Scottish Government have said they aren't looking to introduce a similar measure. In Scotland, police have the ability to issue fixed penalty notices of £30, rising to £60, for those who break restrictions.

Health secretary Jeane Freeman pointed to the difficulties many people face with self-isolating and suggested fines would not solve the issue.

"Isolating for 14 days is a serious request in terms of people's financial situation.

"We also need to understand very many people are in low-paid jobs, with fragile contracts, sometimes in really difficult circumstances, so we need to win people to this fight with us.

"Simply imposing fines if they don't won't be sufficient," she said.

Transmission between households is what the Scottish Government have said they are most keen to limit, and Scots are already only allowed to meet eight people from no more than two different households.

Nicola Sturgeon could announce a Scotland-wide ban on indoor visiting, where transmission is more common, similar to the measures currently in place in parts of Greater Glasgow and Clyde.
