According to the Borderlands 4 FAQ page, you will need to have a valid SHiFT account to enable crossplay.

Creating a SHiFT account is simple enough—all you need is an email and you’re good to go. Once set up, link your gaming platform to the account, and you can invite friends to your party. It goes without saying that online play will require an active internet connection.
For console players, a paid subscription to online services (like a valid PS Plus subscription) will be needed. The game will have four-player co-op online support across all platforms and a two-player splitscreen couch co-op on PS5 and Xbox Series X/S.
Creating a SHiFT account will also reward you with the “Hazard Pay” weapon skin. Simply accept the Terms of Service, opt-in to Borderlands 4 newsletters and digital marketing, and link that account to your platform to unlock the cosmetic and use it at launch.
Will Borderlands 4 have cross-save and cross-progression?
Borderlands 4 will not have cross-save or cross-progression at launch.
This means your game save and character progress won’t automatically transfer between platforms right away. However, Gearbox has acknowledged that these features are highly requested and confirmed plans for future updates.
