Why are the mobile phone signals from France stronger than UK-based signals?

Whenever we go for walks on the cliffs between Dover and Deal our phones (which have different servers) assume we are in France and switch to French time. While we would dearly like to be in France, we are actually standing on a UK cliff. Why are the mobile phone signals from France, 26 miles away, stronger than UK-based signals?
